Question for dog owners

I have plenty of experience with dogs.

Know of others that have plenty of experience and have told me the same, but I am still going to ask. Now when you take out your dog(s), I have always been taught and follow the rule of, The one who unchains the dog or releases the lease is the "responsible one."

Others are not supposed to "usurp" command and start screaming and commanding the dog to do other things while the "responsible" one is doing so. When the responsible one is teaching the dog(s) something or giving them a command, others are not supposed to jump in and just call the dog over to play or to do other things and ignore the commands or work of the "responsible" one. What do you all feel about this? Agree or disagree?
